Oklahoma non-resident car in sacramento CA, how does it work?

Ok, so here’s the problem, sometime pretty soon I’m going to be driving a car from oklahoma to sacramento CA for a visit of family, what all will I have to do, if anything to make it legal for me to drive my car around in sacramento?
Also, if I decide to move in with my family there, what will I have to do to my car’s tag/plates when I do hit the time required to become a resident of california?
And here’s the next problem… If the car’s exhaust isnt the stock exhaust then will it pass the california smog’ing,? I mean its a silverline exhaust kit, here’s a link to look up the exhaust that is on the car (I think) http://www.e-webcatalog.com/ansa/cataloglook.aspx the car is a mistubishi eclipse gs 1996. I heard that as long as it has a catalytic converter it should pass, which I think it does, will this aftermarket exhaust pass?
But it also has AEM cold air intake, will that matter when I’m trying to get it smogged?

I mean lets say you get $500 credit for donating a car and my taxes were $2000. So now when I file for taxes, do I get $500 off my tax returns (which means I pay $1500 in tax) or only a % (which will be your normal tax deduction) of 500 off ( which means I get relief 25% of 500 which is 125) tax returns?

Well, I have found that my non-running car is not worth fixing. I would like to donate it but how does that work? My father has to pay taxes and has been pressing me to sign the car over to him so he can get the deduction. I do not have to pay taxes at the end of the year so would it even benefit me if I donate it?
