can a vehicle from pa with a salvaged title be registered in NY without going through a vehicle inspection??

I purchased a car from a vehicle donation program, the program is under investigation with the attorney general ..the vehicle was sold to me with a regular title …which the program got with a mechanics lean..the ny motor vehicle made me go for an inspection and they are demanding recicpts for the parts which I cannot supply because of the court case,,,..do I have to go for a ny salvaged title inspection when the vehicle already had one in another state ??the dmv in ny is available mon thru thurs with this service
my mistake,,the without going through a nys salvaged vehicle inspection

    more than likely NY is going to want to see the receipts before they title it,they do this because pf so many stolen parts on the market now,and also they may want to see if there was any major damage to it,you probably will have to go for the new york salvage title,they usually transfer salvage titles from one state to another,in my experience once a vehicle has been issued a salvaged title ,it stays with it forever,good luck ,hope this helps.

    Motor vehicles are required, by law, to be in safe operating condition whenever they are driven on a public street or roadway in New York State.

    Each vehicle registered in New York State must be inspected at least every 12 months. The inspection must be done before the expiration date of the current inspection sticker, and whenever the vehicles becomes registered in a different name.

    When a vehicle inspection is requested, and inspection station must inspect any vehicle it is licensed to inspect, or must provide in writing, an appointment date that is within eight working days. If an appointment is made, the station may require a deposit that cannot exceed the inspection fee.

    The inspection must be done in a licensed inspection station displaying an official sigh, and must be performed by a certified motor vehicle inspector.

    If your vehicle fails the safety and/or emissions inspection, the inspection station must have your permission before beginning any repairs.

    You are not required to have your vehicle repaired or re-inspected at the station that performed the initial inspection. Your vehicle may be taken to any registered repair shop, or you may make the required repairs yourself. Your vehicle must then pass a new inspection, at an inspection station of your choice, before an inspection sticker will be issued.

    It is a misdemeanor for an inspector to knowingly issue, or a motorist to knowingly accept, an inspection sticker unless a full and proper inspection has been performed.
    So it looks to me like your vehicle is going to have to not only be inspected but must pass safety requirements and emissions test

    Any time a car is re-registered in NY It’s required to be re- inspected even though it was inspected one day prior to your purchase.
    Any new or used car you purchase is required to be inspected before it can be operated in NY.

    Sounds like an error was made with the process to add the mechanic’s lien. It likely had a brand for a salvage/rebuilt, and though it may have a clean title, the brand should follow the car. The NY inspection will be required, and the salvage brand put back on the record. If the program is under investigation, and you have a contact number, I would investigate whether the brand was on and a title washing took place, or was it a simple error. The investigators should be able to provide you with info on how to proceed.
